This is a stabilizer bushing. It is pressed into the right (passenger) side tie rod
where the stud on the steering stabilizer passes through. It helps to minimize
vibration in the front end by cushioning the contact point between the two metal
surfaces and absorbing some of the shock from uneven road conditions.

This unit installs at the bottom of the steering wheel.
The ring contacts the horn tabs on the turn signal switch.
The plastic tab works with the turn signal to turn off the signal.
